Authorities have arrested a pair of illegal immigrants who the Department of Homeland Security says have illegally entered the U.S. multiple times, committed several crimes while here, fatally shot a 24-year-old California woman in early January, and then have been released from a county jail due to sanctuary policies in Northern California -- despite an ICE detainer having been issued.

On Jan. 7, police in Sunnyvale responded to a crime scene where they found Kembery Chirinos-Flores, 24, bleeding in her car from multiple gunshot wounds. She was pronounced dead at the scene. Chirinos-Flores lived in nearby Mountain View and was the mother of a 5-year-old boy.

Local detectives in recent weeks arrested the two suspects they say are behind the slaying -- Gerzon Chirinos-Munguia and Alfonso Inestroza-Martinez, both of whom are illegal immigrants with alleged criminal histories. Chirinos-Munguia is also the 5-year-old boy's father. According to a statement from DHS, Chirinos-Munguia and Inestroza-Martinez are both Honduran nationals who have been caught illegally entering the United States multiple times, and have been removed, only to return.

During their time in the U.S., the two have compiled extensive rap sheets. New Jersey police issued an arrest warrant for Inestroza-Martinez on suspicion of fatally shooting a 55-year-old man in March of 2025. Chirinos-Munguia, who first broke into the U.S. in 2015, has been arrested multiple times in Santa Clara County for domestic battery and false imprisonment, among other violations. He shares a child with Chirinos-Flores, the slain young mother.

Despite the arrests for violent crimes and a detainer issued by ICE for one of the illegal immigrants, both men were free and roaming the streets of Northern California. "ICE issued an arrest detainer asking sanctuary politicians to not release Chirinos-Munguia following his arrests for domestic battery and false imprisonment," the DHS said in its statement. "Instead of turning this criminal over to ICE, sanctuary politicians released him from jail back into American communities."

The 5-year-old boy is now in county protective care, according to local news channel ABC 7. “This insanity of refusing to turn cold-blooded killers over to ICE must end,” DHS Acting Assistant Secretary Lauren Bis said. "A child is now without a mother. These illegal aliens should have never been able to commit these horrific killings and must never be released from jail into American communities. Instead of cooperating with ICE, Santa Clara sanctuary politicians refused to honor ICE’s arrest detainer and will not notify ICE when these murderers are released from jail.” For more on the story, watch the video below.
